The Staff and Experts Behind the Project

Fort Pierce Utilities Authority Staff

This project is being driven by FPUA, your hometown, community-owned utility provider. We manage and operate the current wastewater treatment plant (along with drinking water, electric, natural gas, and fiber), and we are charging ahead to bring the new wastewater treatment plant to Fort Pierce in record time.

The departments and leadership most heavily involved include:

  • Director of Water/Wastewater Systems, Bo Hutchinson, P.E.

  • Water/Wastewater Engineering

  • Water Reclamation

  • Public Affairs & Sustainability (communications and grants team)

GlobalTech - Haskell Joint Venture

Together, the GlobalTech-Haskell Joint Venture combines the local knowledge and large project experience capabilities of two experienced design-build firms to efficiently and cost-effectively design and construct the new FPUA Mainland Water Reclamation Facility. Over the last 30 years, Globaltech, Inc has pioneered the use of continuing design-build in the South Florida utility market.  With over 50 employees, Globaltech has completed more than 400 design-build projects and has worked with FPUA for over 20 years.  Haskell, Inc was founded in 1965 and has over 1,900 employees. Based in Florida, Haskell has completed over 2,500 collaborative delivery projects for a total value of over $13,000,000,000.

Johnson & Blanton

Johnson & Blanton is one of Tallahassee’s most respected lobbying firms, established in 1995 in the heart of Downtown Tallahassee. With over 100 years of cumulative experience and more than 100 years of combined senior-level experience stretching across Team JB’s members, Johnson and Blanton has grown into one of the state’s finest government relations firms, representing a variety of corporate and non-profit clients in front of the Florida government. We are working closely with FPUA to help secure state appropriations for the WRF relocation, leveraging our relationships with both the Executive and Legislative Branch.

Van Scoyoc Associates

Van Scoyoc Associates (VSA) is a bipartisan, full service federal affairs team of former Congressional and Executive Branch officials with a 30-year track record of successful advocacy as one of DC’s top federal lobbying firms. Founded in 1990 with three employees, VSA has grown to more than 60 employees representing nearly 200 clients. The firm’s diverse client base includes Fortune 500 companies; cities, counties, and small towns; other public entities; colleges and major research universities; small businesses; charitable organizations; trade associations; and coalitions both large and small. VSA is working closely with FPUA to connect the Authority with federal agencies and policymakers to educate them about this impactful project and to build relationships that will ensure that the sewer treatment plant relocation is known and supported by Congress and federal agencies.

VancoreJones Communications

VancoreJones Communications is an established communications firm with more than 20 years of delivering successful communications outcomes for our clients. Principal members of VancoreJones have been involved in every manner of public communications campaigns across the state since the 1980s. Since that time, we’ve worked on over 200 communications campaigns across Florida and worked extensively in web and media development, media placement, targeted commercial advertising, community outreach, and a host of related projects. We are working closely with FPUA to develop communications strategies and materials including the sewer treatment plant relocation videos, this website, and more.

City of Fort Pierce

The City of Fort Pierce is a partner to FPUA in this important effort to relocate the sewer treatment plant off of the Indian River Lagoon. Together, we are presenting and prioritizing both the environmental and economic importance of the project. Though FPUA is a separate municipal entity from the City of Fort Pierce, the two entities work closely together to ensure that our citizens and customers are taken care of and afforded a high quality of life. The City of Fort Pierce approves and strongly supports this effort, and is working alongside us for the entire project.
